Of course it would.
How the attack speed of staffs works are the same as the other weapons.
the attack speed of staff/ wand doesn't affect the casting speed (the only spell casting speed depend on weapon is 末日烈焰)

however, you may use a timer to count the cast/per minute for each spell,

i think the casting speed would affect all the attack spells~
