Here are my points of view.
Say by writing, english is easier. As you want to write out a word, basically you just need to know how to pronounce it. Comparatively chinese characters is pictograph, very abstract, using the charaters is testing a person's imagination and memory.(But using simplify Chinese characters is more better <--> simplifyimagination)
Say by using, I would like to use chinese, may be the inertia make me feel using chinese.
As a chinese, chinese is easier to me.
i don't think they are comparable
since they are very different
chinese comes from asia
and eng comes from europe

well, since English used to be the second language in Hong Kong , the government may only require the student to learn the basic skills of English. On the other hand, Chinese is more important than any other language.
i think that if you compared chinese and english
i will choose chinese is more difficult than english
chinese wordsis too difficult to speak and write than english
but i haven't efforts to learn english so my english is so bad
it's no good comparing between languages
Chinese and English have their own characteristics
so I love both Chinese and English
if you are talking about the difficulties on learning,
that's meaningless because we are learning in different "level"
it will be comparing if we aretalking about learning two foreign languages.
i am a chinese ,so i think learning Chinese is easier than learning English.
I hate chinese dictation
i think chinese is harder to learn compared to english , the foreigners is very hard to learn chinese .
