in my opiniot,you should be read some english story or new paper
because that is quite easy to read and understand.
But you msut work hard to cheak up the dictionnary.

Go to some adult training centre to learn English
First, Divide English into four part Reading, listening , speaking and writing
Reading: Reading more books and newspaper try to understand the word
            Look up the word in dictionary or website
Listening: Try watching English TV, e.g. like Peal or listening to radio, try to summarize       it
Speaking: this is the worst nightmare for many Hong Kong student like me. Although I'm study aboard . The problem still appear in my mind. Well, try to use simple conversation to communicate with the foreigner or visitor.
Writing: Think about a topic, brainstorm some ideas and written a short paragraph(beginner), After that , try to increase the difficulty by written an essay. Same concept as before, but you need a topic sentence , some examples and ideas to support your topic sentence lastly is conclusion.
Is there any question so far?

i am same with you...
i am F.3 but my english level is same with F.1
because i am not conscientious to have my english lesson   so sad

i think you should buy some story book which are for primary school,
and you try to read them everyday and
check the dictionary when you find the words which you don't know.
i think it is useful for you.
