I would say both at the same time.
While you are leveling summoning, plant herbs and store in the bank and wait till you max summoning.
By the time you reach level 99 summoning, you should already have excess herbs for 99 herblore (apart from raw materials).
Buy the raw materials and make potions for 99 herblore, then sell the potions + excess herbs. You might make some profit off herblore [[tk_32]]

i have ~1 month in total... using your method i can neither max summon or herb...

Easy solution:
Play for 2 months [[tk_03]]

nah no time...

plan after exam: i'll be member for 1 or 2 months, depending on mood
1st month, max out cb to 126 (f2p)
2nd month (if im free to do), max out sum/herb

summoning is cooler imo, and you can max out p2p combat too, looks cool i think
