Are you talking about the H'ween event?
To start the H'ween event, simply go through a dark/black portal south of falador...
if you open up ur world map, you should be able to see an icon which looks like a gift box...

normally i'll make a screen shot for you... but a bit too lazy to do that now....
Teleport to Fally, walk towards east bank, then head south, walk pass the city wall...
keep going south, until a T-juntion, keep going south,
and you should find you gaming screen start going darker and darker...
then you should find the dark/black portal i was talking about...
just go inside the portal, and it's the portal to 死神's house....
