If you pay the Make-over mage a visit, and pay him 3k,
he can change your skin-colour and gender for you.
He is located south-west of Falador.

佢既意思係話 有個叫做 "Make-over mage" 既 npc 可以幫你轉性別 / 膚色 , 你比 3k 佢就可以了。

佢就係 Falador 西南面近住 Dark Wizard Tower 果個 gate 果度的~你去睇睇~
