It's not going to happen. It never was. It never will.
Announcing something like this means JaGeX can patch it before hand.
Here is a few technical reasons why it wont happen to help the nerds understand...
Those 1million account names are from a leaked high scores list about 2 years ago. Several of those accounts don't show up anymore because they are banned. There are duplicates (Zezima three times for example).
The proxy list are web based HTTP proxies. These can't be used in Java because you need full control over the proxy server you are using. IP, port etc. Maybe even an account. These arent real proxies people use to circumvent bans on IRC, Vent etc.
Logging into 1,000,000 accounts on New Years Eve using 4000 slow, laggy HTTP proxies. Ya right. The amount of bandwidth he would recieve would be incredible even if his network/ISP supported multicasting. - providing he could even manage to connect that is.
Who ever created the hoax, enjoy your rapidshit/speedyshare points.
